Center for Substance Abuse Treatment

Congress has taken action in the recent Consolidated Appropriations Act, 2023 that impacts federal requirements for Drug Enforcement Administration (DEA) registrants, including those involved in OUD treatment. SAMHSA and DEA are actively working to develop further guidance related to these changes. Please frequently check this webpage for further updates and guidance.


The mission of the Center for Substance Abuse Treatment is to promote community-based substance use disorder treatment, and recovery support services for individuals and families in every community. CSAT provides national leadership to improve access, reduce barriers, and promote high-quality, life-saving, and effective treatment and recovery support services.

The Center for Substance Abuse Treatment (CSAT):

  • Works to close the gap between available treatment capacity and demand
  • Supports the adaptation and adoption of evidence-based and best practices by community-based treatment programs and services
  • Improves and strengthens substance abuse treatment organizations and systems

CSAT's work supports:

  • States and community-based groups to improve and expand existing substance abuse treatment services under the Substance Use Prevention, Treatment, and Recovery Services Block Grant Program
  • SAMHSA's free treatment referral service that connects people with substance abuse services in their community
