Eligibility and Application Requirements for Crisis Counseling Assistance and Training Programs
States, U.S. territories, and federally recognized tribes deciding if they will apply for a Crisis Counseling Assistance and Training Program (CCP) grant should familiarize themselves with the CCP and its services by reviewing the Federal Emergency Management Agency (FEMA) Crisis Counseling Assistance and Training Program Guidance (PDF | 1.6 MB).

Types of CCP Grants
CCP grants can be awarded after a Presidentially declared emergency with CCP designated or after the President has issued a major disaster declaration with Individual Assistance designated. The CCP provides supplemental funding through two grant programs: the Immediate Services Program and the Regular Services Program.
Immediate Services Program (ISP)
The ISP grant provides funding for up to 60 days after a Presidentially declared emergency with CCP designated or a Presidential disaster declaration for which Individual Assistance is included.
ISP applications are due within 14 days of the declaration date.

Regular Services Program (RSP)
The RSP grant provides funding for up to 9 months to support states, territories, and federally recognized tribes in meeting the ongoing behavioral health needs of disaster survivors, after a Presidentially declared emergency with CCP designated or a Presidential disaster declaration for which Individual Assistance is included.
RSP applications are due within 60 days of the declaration date.
