Standard Terms and Conditions

Starting October 1, 2025, all awards issued by SAMHSA will be subject to the applicable provisions of 2 CFR 200 and 2 CFR 300. These federal regulations establish uniform administrative requirements, cost principles, and audit standards for federal awards, including those specific to the U.S. Department of Health and Human Services.

We recommend that all recipients familiarize themselves with these regulations and the current executive orders to ensure compliance moving forward.

Department of Health and Human Services (HHS) Requirements for SAMHSA Recipients

Grant awards issued with funds from SAMHSA are subject to legally binding requirements called standard terms and conditions. These are provided by HHS. By drawing funds from the Payment Management System, the grantee agrees to the terms and conditions of the award.
